Auditor flags further discrepancies on VP Duterte’s confidential fund spending

MANILA — A second state auditor on Tuesday revealed more inconsistencies in the acknowledgement receipts sent by the Office of the Vice President (OVP) and the Department of Education (DepEd), both under Vice President Sara Duterte from 2022 to 2024.
On the 14th day of the impeachment trial, state auditor Xylene Mae del Campo testified that she had flagged multiple acknowledgement receipts that bore dubious names that included names of lawmakers and snack food such as sweet potato and cheese.
Further, disbursements in multiple provinces that all had the same date, some of these were expenses were dated before the confidential fund for 2022 had been encashed. (Also read:

“Under the Joint Circular, there is also a portion which states that confidential funds cannot be used for reimbursement,” del Campo said.
Some documents also only had signatures and vague items for reason for disbursement which seemed to be lifted word for word from the Joint Circular No. 2015-01, on the use of confidential and intelligence funds.
Further, the receipts listed that some of these funds were used for items or activities that do not fall under intelligence gathering, as there was also no proof submitted that any successful operations were conducted.
Among the activities listed were distribution of wheelchairs, medicines, free transportation, food packs, medical guarantee letters, Christmas parties, and tree planting activities.
Del Campo said Duterte’s order to transfer confidential and intelligence funds to an Army colonel who headed her security detail was a violation of the auditing rules.
Del Campo said that these findings led the Commission on Audit (COA) to file notices of disallowance of 73 million pesos out of the 125 million pesos of confidential funds used by the Office of the Vice President.
Duterte served as the DepEd secretary from the start of her term as Vice President, from June 30, 2022, until July 19, 2024 as her relationship with President Ferdinand Marcos Jr. soured.
Duterte had accused Marcos of being a drug addict and later threatened to assassinate him, First Lady Liza Araneta Marcos, and his cousin, former House Speaker Martin Romualdez.
Also on Tuesday, the Department of Justice said it had filed three counts of grave threats against Duterte before the Quezon City Regional Trial Court.
Last year, the National Bureau of Investigation filed a complaint for inciting to sedition and grave threats against Duterte for saying at a livestream that she had contracted a killer to go after Marcos, her wife and cousin should she be killed.
The Senate impeachment court had already presented the evidence for this at the start of the trial, when the prosecution panel started with the fourth impeachment article.
